“Boris Johnson’s housing plan will fail poor” says minister
Housing minister John Healey’s response to the mayor’s approach to housing was published last week.
He argues:
* the housing targets in Boris Johnson’s plan fall short of the lower range for housing need – meaning that even if the targets are met London will not deal with the problem of affordability;
* Boris Johnson’s own data shows the need for 18,200 affordable homes each year, but Johnson’s plan proposes just 13,200 – a cut from fifty per cent of all new housing to forty per cent;
* Boris Johnson has changed his election commitment to build 50,000 affordable homes by 2011, stretching it to 2012;
* Johnson’s own evidence shows there is a need for 80 per cent of the 18,200 should be for social rent – through councils and housing associations – but Johnson is instead cutting the proportion he backs from seventy per cent to sixty per cent;
* The Boris Johnson plan proposes spreading public money more thinly by raising the household income to qualify for support for home-ownership.
